ROAD RIGHT-OF-WAY NOXIOUS WEEDS & ENCROACHMENT

Rural Redwood County residents are reminded that the Redwood County road rights-of-way spray crew will be spraying from May through October. If you DO NOT want your rights-of-way sprayed (due to ditch hay harvesting), please post a sign at the beginning of the property (stop spray) and at the end (start spray). A map of this area should be sent to the Highway Department (rchd@redwoodcounty-mn.gov) or stop and we will note the location. The signs should be in place prior to May 1, 2026 and can be removed after November 1, 2026.  Note: Landowners are responsible for control of noxious weeds in the rights-of-way if they choose to post the signs.

The Redwood County Highway Dept. would like to remind landowners about right-of-way encroachment along County roads. Anyone disturbing the County’s right-of-way markers or anyone disturbing the County’s right-of-way by tilling or spraying an herbicide that kills the right-of-way vegetation will be subject to misdemeanor prosecution pursuant to statute 160.2715. In addition, the landowner will be required to seed these areas as needed.

Plowing Do's and Don'ts 

Snow on Road Notice

The Redwood County Highway Department would like to remind all county residents that it is unlawful to obstruct any highway or deposit snow or ice thereon.

Minnesota Statutes 160.2715 and 169.42 prohibit the plowing, blowing, shoving, and placing of snow from sidewalks, driveways, and parking lots onto public roadways. This can include the ditch and right-of-way area. Violations of these statutes are a misdemeanor.

Piles of snow left on or near the road can freeze into a solid mass creating a hazardous situation for vehicles and snowplows. Piles of snow increase the chance of drifting snow onto the roadway. Accidents and damages caused by snow placed in the roadway may result in liability to the property owner.

Permits

County Highway Permits

Permit applications can be completed and submitted online via RT Vision, or by downloading a “PDF” utilizing Adobe Acrobat Reader. The application files may be large and, therefore, may take some time to download depending on the connection speed of your service provider. You may also request the application forms by contacting the Highway Department. Applications may be emailed, mailed or faxed to Redwood County Highway Department. Please note that no permit is valid until signed by the County Engineer or his designated representative.

Moving Buildings and Overwidth Loads -**A minimum of 72 hours notice is required for permits to be approved**

This permit is for moving over-width loads across Redwood County roads. Download of this document will include the permit application and pertinent regulations to move buildings and over-width loads. Applicant must provide proof of insurance (either a Certificate of Insurance or copy of insurance policy). The applicant must also provide the route and/or map of Redwood County roads that will be used during the move. There is no fee for this permit.

Rural Access Permit

This permit is required prior to the construction of new rural entrances or the modification of existing entrances. Download of this document will include the permit application and Redwood County Policy concerning rural access entrances on County Roads. A map, preferably from a current plat book, must be submitted along with the application.

A $1,500 deposit (money order or certified check) is required prior to approval of the application for new rural entrances only. (No deposit required for the modification of existing entrances.) The deposit will be returned to the applicant upon final inspection and approval by the Highway Department.

Rural Access Permit Extra Wide-accepted by email, mail, or fax only

This permit is required prior to the construction of new rural entrances or the modification of existing entrances. Download of this document will include the permit application and Redwood County Policy concerning rural access entrances on County Roads. A map, preferably from a current plat book, must be submitted along with the application.

A $1,500 deposit (money order or certified check) is required prior to approval of the application for new rural entrances only. (No deposit required for the modification of existing entrances.) The deposit will be returned to the applicant upon final inspection and approval by the Highway Department.

Municipal Access Permit

This permit is required prior to the construction of new municipal entrances or the modification of existing entrances. Download of this document will include the permit application and Redwood County Policy concerning municipal access entrances on County Roads. A map must be submitted along with the application.

A $1,500 deposit (money order or certified check) is required prior to approval of the application. The deposit will be returned to the applicant upon final inspection and approval by the Highway Department.

Overweight Permit -**A minimum of 72 hours notice is required for permits to be approved**

This permit is required for individuals or companies to move vehicles/loads exceeding posted load limits on county roads. Click here to download the Overweight Permit.

Permit for Misc. Utility and Repairs on County Roads

This permit is required for individuals or companies to perform minor excavations for utility work, temporary work zone sites, or any other activity that may interfere with traffic on a County Road. Download of this document consists of the permit application and regulations pertinent to various operations. There is no fee for this permit.

Utility Permit

This permit is required for placing, construction and maintenance for utilities located within County Right-of-Way. Download of this document will include the permit application, rules and regulations of the Redwood County Board of Commissioners, and instructions. Applicant shall attach a sketch of the proposed installation with the application. There is no fee for this permit.

Barricade Road for Public Events

This permit is required of individuals or organizations intending to temporarily barricade or close a County Road for the purposes of parades, celebrations or any other events that may interfere with traffic on a public road. Download of this document includes the application and insurance requirements necessary for the permit. There is no fee for this permit.

Drainage Permit

This permit is required for any drainage related activities performed within County Right-of-Way. Download of this document includes the permit application, specifications for construction, and a brief summary of Minnesota Law regulating drainage work. Applicant shall attach a sketch or map of the area showing location and intended type of installation. There is no fee for this permit. In some cases, a deposit will be required before the permit will be issued. The deposit must be in the form of a cashier’s or certified check and will be retained until the County Engineer verifies that the work has been satisfactorily completed.

Due to Road Work… 

CSAH 17 is closed from County Road 9, over the Minnesota River (Gold Mine Bridge) to the Scenic Byway due failing bridge structure.

 

Due to Bridge Work/Replacement… 

CSAH 20 is closing beginning July 6, 2026 from the West county line to Aspen Ave for a culvert replacement on an unnamed stream. Please follow the posted detour during this closure. Detour Map

CSAH 11 (1.6 miles south of Franklin) will be closed beginning Monday June 1, 2026 for a bridge replacement and culvert repair. The project is anticipated to be completed no later than October 3, 2026. Use posted detour during the closure. map

CR 70 (230th St) is closed from CSAH 17 to Knox Ave; 3.5 miles east of Wabasso due to a bridge replacement. Please use alternate route.

200th Street is closed between Hunter Ave and CSAH 6; approximately 4 miles south of Wabasso due to a bridge closure.

Bridge Replacement Over Wabasha Creek

COUNTY PROJECT 26-3 / SAP 064-611-013

The project includes replacement of Redwood County Bridge # 64501. The original structure was built in 1960 and is a 104.40’ Timber-Slab Span bridge. It is located on CSAH 11 between CSAH 2 and CSAH 5; 1.6 miles South of Franklin over Wabasha Creek.
